On February 20^th the Governor delivered his annual Budget Address to a joint session of the General Assembly.  Although his speech was mercifully short, just 22 minutes, the Governor once again put forth the same tax, borrow and spend proposals that have encumbered Illinois with the second highest debt of any state and a mountain of unpaid bills.
